The presentation deals with the concept of flexicurity from the perspective of individuals labour market participation. To begin with, differing notions of flexicurity from selected European countries are being discussed. The presentation then extends the analysis of flexicurity to take account of the life-course perspective; in the international flexicurity debate such an approach has so far not been systematically taken. Based on own empirical research, the presentation focuses on different aspects of labour market integration over the life-course in different European welfare state regimes. In the second half the presentation deals with the question of what options will be needed for time allocation in different phases of life and over the whole life of an individual, and what financial resources could be combined to finance those phases. The first section discusses methodological and conceptual issues related to flexicurity and the life course. The second and main section of the second part deals with policy implications. Five crucial objectives of a flexicurity policy based on a life-course approach are identified, and a range of options to improve flexibility and security over the lifetime are being discussed. These options include e.g. measures to increase time sovereignty, subsidised part-time schemes for care and lifelong learning, the use of accumulated pension savings to finance other activities during the course of working life, and the role of minimum provision in social security schemes.

Great progress has been made in recent years in securing better access and financial protection against the cost of illness through collective financing of health care. Managing scarce resources effectively and efficiently is an important part of this story. Experience has shown that, without strategic policies and focused spending, the poor are likely to get left out. The use of purchasing to enhance public sector performance is well-documented in other sectors. It reviews the underlying economics in terms of agency theory, behavioral science, contract theory, transaction costs, and public choice theory. Health impact assessment (HIA) is a support tool for intersectoral decision- and policy-making. It is used to assess the potential health consequences of pending decisions and it feeds this information back into the decision-making process. This book provides a detailed map of the use of HIA in the WHO European Region across a large range of sectors, including transport, environment, urban planning and agriculture, and at national, regional and local levels. It also reviews the implementation and institutionalization of HIA with specific focus on governance, financing, resource generation and delivery. HIA's effectiveness is explored and analysed in 17 case studies using a common analytical approach. This research also identifies the factors that contribute to the effectiveness of HIA. Overall the book demonstrates that HIA can be effective, while also revealing the uneven development and incomplete institutionalization of HIA across Europe. The book is based on a European research project funded under the European Union Public Health Work Programme. The research was led by the European Observatory on Health Systems and Policies and included research teams from 19 countries.

Het Consortium Vergrijzing in Vlaanderen en Europa (CoViVE) voert beleidsgericht onderzoek naar de socio-economische impact van de vergrijzing in Vlaanderen en Europa. Centraal staan de verdeling van de economische last van de veroudering tussen en binnen generaties; de kwaliteit, betaalbaarheid en toegankelijkheid van de zorg en de participatie van ouderen in het arbeidsbestel en het maatschappelijk leven. Dit boek levert een belangrijke bijdrage aan het maatschappelijk debat over de veroudering dat momenteel in heel Europa wordt gevoerd. Door de historische wortels van de vergrijzing te belichten wordt duidelijk dat de kenmerken van het toekomstige vergrijsde Vlaanderen vandaag al zijn vastgelegd. Van de generaties die de komende 40 jaar met pensioen zullen gaan zal het kinderaantal, opleidingsniveau en vele andere sociologische kenmerken niet of nauwelijks nog wijzigen.
